FSC Pesticide Indicators and Thresholds Public Consultation Launched
FSC is currently publicly consulting a revised draft version of the FSC Pesticide Indicators and Thresholds.
FSC’s Chemical Pesticides Policy, approved in July 2002, contains a list of ‘highly hazardous’ pesticides (HHP list), which is based upon criteria and thresholds for particular hazardous (toxicological or environmental) properties of pesticides. The aim is to reduce potential risks for pesticide users and the environment (including non-target organisms).
The main set of criteria and indicators was developed between 2001 and 2002, and in 2002 a first HHP list was published. In 2004, there was a review of FSC’s Chemicals Policy and an updated HHP list was published. The indicators and thresholds for identifying ‘highly hazardous’ pesticides were further modified in 2007 and 2012.
An update of the Indicators and Thresholds as well as the resulting HHP list is necessary for several reasons:
- The following is missing in the current set of indicators: specific classification systems such as the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) and corresponding lists of the European Union (e.g. Annex I of Regulation 1272/2008/EC), which contain information on thresholds for inclusion on the HHP list.
- Indicators and thresholds for the criteria ‘Developmental and reproductive toxicity’ and ‘Mutagenicity to mammals’ are available, but have not yet been applied.
- Additional information is now available on how to identify pesticides which meet the criterion ‘Endocrine disruption’.
- Data compilations containing information on criteria/thresholds for inclusion of pesticides in FSC’s HHP list and which have the potential to make the list more robust are now available.
A panel of experts to undertake the review in detail has been commissioned in response to the concerns raised by FSC stakeholders, including pesticide companies, about the validity of the current FSC listing of ‘highly hazardous pesticides’ and to conclude the 2007 review of FSC indicators and thresholds.
The deadline for submitting comments is 03 August 2013.
